Essentially, he's asking the Pope to give up his political authority and holdings in favor of a secular Italian state.The Pope almost certainly felt threatened and insulted by this offer. He viewed himself as both a spiritual and temporal leader, ordained by God. Giving up his earthly power would have been seen as a betrayal of his divine mandate and a diminishment of the Church's authority.
