Garibaldi, by offering the Pope a cap of "liberty" in exchange for his papal crown, wants the Pope to relinquish his temporal power and embrace the ideals of a unified, independent Italy based on liberal principles. Essentially, he's asking the Pope to give up his political authority and holdings in favor of a secular Italian state.<br /><br />The Pope almost certainly felt threatened and insulted by this offer. He viewed himself as both a spiritual and temporal leader, ordained by God. Giving up his earthly power would have been seen as a betrayal of his divine mandate and a diminishment of the Church's authority. He would likely have viewed Garibaldi's offer as a sacrilegious attack on the Church itself.<br />
